For all practical purposes, JDM engines are probably the best thing to come down the road for people needing to find foreign car engines with really low mileage that have been certified to have low mileage, using the vehicle identification number to access a data base which tells everything about that car since it was driven off the lot. It is hard to beat an engine of this caliber, especially since they are very affordable in cost.
What happens is that in Japan and many foreign countries the emission laws are very different than in America. To be more specific, in Japan, an engine has to be replaced, or rebuilt, or you need to buy a new car by the time it hits 40,000 miles. This is a great situation for many other places in the world, including the USA.
In America, an engine with only 40,000 miles on it is just barely broken in. Especially if the factory maintenance procedures were followed. With little modifications the engine can be changed to meet our emission regulations, with that in mind, we now have a terrific engine with low mileage at an affordable price.
